Lyndon B. Johnson became President of the United States in November 1963, after the assassination of John F. Kennedy. In Vietnam, Johnson inherited political chaos in the wake of a coup d’état in the Republic of Vietnam (South Vietnam) and expanding support by the Democratic Republic of Vietnam (North Vietnam) for National Liberation Front (Viet Cong) insurgency. By 1964, Lê Duẩn, the General Secretary of the Central Committee of the Communist Party of Vietnam was pushing for greater military action by both the People’s Army of Vietnam (PAVN) and the Viet Cong. That same year, USS Maddox reported being attacked by North Vietnam in the Gulf of Tonkin. The report prompted the Gulf of Tonkin resolution which allowed Johnson to deploy conventional military forces to Vietnam without the declaration of war.
