In an April 30, 1965, memorandum, the Central Intelligence Agency (CIA) warned that putting United States ground forces into Vietnam might lead to the war weary people of South Vietnam relying on the United States to assume the greater share of fighting. Further members of the CIA had warned President Lyndon B. Johnson that the introduction of combat troops in Vietnam would lead to a full scale war on behalf of a citizenship that did not seem anxious to protect itself.
